What actually happens, and why it's different from China
Nothing about this looks like a China-style blackout. WhatsApp opens, the group chat hums, photos send instantly. Then you tap the voice-call button to phone home and it rings into the void, or connects for one second of silence and dies. The UAE doesn't censor the app; it protects the telecom market: internet calls are a licensed service, the licenses belong to a short list of apps, and the carriers, Etisalat (e&) and du, enforce it at the network level. Messaging was never the target, which is why half the travelers in Dubai don't discover the block until their first call attempt.
The same rule catches FaceTime (see the FaceTime page, it has extra wrinkles), Telegram calls, Viber, and Signal calls. And notably, since 2020 the business-meeting apps, Zoom, Microsoft Teams, and Google Meet, are licensed and work normally, which is the loophole most travelers actually use.
What works without anything
- WhatsApp text, voice notes, photos, and video messages. A recorded voice note is legal where a live call isn't; many expat families run entirely on them.
- Zoom, Teams, and Google Meet, including personal calls; a Zoom link to grandma is the cleanest legal workaround there is.
- Botim, the flagship licensed calling app: works on UAE networks by design, cheap subscription, sometimes bundled free with tourist SIMs. The person at the other end installs Botim too, and calls just work.
- Regular phone calls over roaming or a local SIM, at normal international rates.
The VPN question, answered honestly
Yes, WhatsApp calls generally connect through a VPN in the UAE, and yes, plenty of residents and visitors do it daily. Two honest caveats. First, UAE law penalizes using a VPN to commit a crime or access blocked services fraudulently, and while enforcement against a tourist calling their mother is unheard of, the letter of the rules is stricter than China's, so read our UAE legality page and decide for yourself.
