Two separate problems, and a VPN only solves one
Problem one: the block. Google's services have been blocked in mainland China since 2014, so on any mainland network Google Maps simply won't load. A VPN solves this part; the app opens and tiles appear.
Problem two: the data. China mandates a special coordinate system (GCJ-02) for map providers, and Google, having no license to operate there, publishes China map data that's misaligned with real GPS by roughly 50 to 500 meters. No VPN can fix any of that; the tunnel changes where your traffic goes, not what Google knows about Chengdu.

So why carry a VPN at all?
