Does Signal work in China?
No. Signal was one of the last Western messengers still reachable in China until it was blocked in March 2021. Messages hang, calls never connect, and registration fails on any mainland network, including your hotel's wifi. It works normally in Hong Kong and Macau. On the mainland you need a VPN or a roaming eSIM, set up before you arrive.
What actually happens when you try
Signal opens, shows your existing conversations, and then every new message spins on the sending indicator. Calls ring on your end and never reach the other person. If you're trying to register a new device from inside China, the verification never arrives. There's no error; the Great Firewall drops Signal's traffic silently, as it does for WhatsApp and Telegram.
Signal was a bit of a holdout: it worked on the mainland for years after WhatsApp was blocked, which made it popular with foreign correspondents and privacy-minded travelers. That ended in March 2021.
Signal's built-in proxy feature
Signal has a censorship-circumvention feature that lets you connect through a volunteer-run TLS proxy. It's a good idea in theory, and it does sometimes work from China. In practice the proxies are shared, short-lived, and found and blocked quickly, and you're trusting a stranger's server with your connection metadata. Treat it as a fallback, not a plan. Also, it does nothing for the rest of your phone: Gmail, Maps, and everything else stays blocked.
What still works without a VPN
- iMessage and FaceTime, which are end-to-end encrypted and work in China because Apple operates there. For most travelers this is the closest substitute.
- SMS and regular calls over roaming, unencrypted, at your carrier's rates.
- WeChat, which is not private in any sense you'd care about if you're a Signal user, but is how you'll reach anyone local.
How to make Signal work: two real options
Option 1: a VPN, installed before you fly. Through a working VPN, Signal behaves normally, and its end-to-end encryption means the VPN provider sees only that you're talking to Signal, not what you say. Traveler's VPN runs you a private server with an IP address only you use, so you're not sharing an exit with strangers, and routes Signal, Gmail, and Maps through the tunnel while WeChat and Alipay stay direct.
Option 2: a travel eSIM. Roaming data exits through Hong Kong or Singapore, so Signal works on cellular without a VPN, at about $4/day. It quits the moment you join hotel wifi. Most travelers run both.
Register before you fly. Signal verification SMS and new-device linking are unreliable from inside China even with a VPN. Have Signal working on the phone you're bringing before you board.
